The first General Meeting of the NCPN Governing Board (Tier 1) was held in Washington, D.C., at the National Arboretum on March 25-26, 2009. The members of the Governing Board were introduced and the Memorandum of Understanding (MOU) between the three USDA agencies (APHIS, ARS, NIFA) was signed.
